Refugee status, for minors and young adults

Legal definition:
Refugee status is defined by the 1951 Geneva Convention and its 1967 New York Protocol. According to this framework, a refugee is a person who, owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside their country of nationality and is unable or unwilling to avail themselves of the protection of that country.

Unaccompanied minors:
In countries like Italy, when an unaccompanied minor arrives, authorities register them and send them to a reception center that provides housing, food, education, and integration. However, if the minor is not included in the official reception system, accessing appropriate services becomes very difficult


Rights of refugees, including regarding active citizenship


According to the DiverCity Youth Brochure, refugees in the project countries (France, Spain, Poland, Italy, Greece) are entitled to the following rights:

Fundamental rights:

  • Work: Refugees are allowed to work after their status is recognized. However, they often face barriers such as language difficulties or non-recognition of foreign qualifications.

  • Education: Refugees have access to public education, including language support and integration programs.

  • Healthcare: Access to public healthcare services.

  • Legal protection: Right to legal aid and the ability to challenge administrative decisions in court.

  • Forming associations: Refugees can create and run associations.

  • Volunteering: They can participate in community volunteering and social projects.

  • Political participation: While they cannot vote, they can engage in political discussions and advocacy efforts.

Active citizenship:

Refugees are encouraged to:

  • Create or join associations.

  • Collaborate with NGOs and community organizations.

  • Get involved in social, cultural, or sporting initiatives as forms of civic engagement
